Bay County Property Appraiser is responsible for evaluating the property values in Bay County in compliance with the relevant Florida Statutes in order to create the tax bills. Here are also some other duties that the property appraiser does:

There are three methods that the property appraiser uses to determine the values of the properties.
Sale Comparison Method: The property appraiser shall check each property at least once every five years and notice the properties that have sold, their sale prices, and the terms and conditions of each sale in order to make an estimate of a property's value. The value of your property may be changed according to the sales of comparable properties.
Cost Method: This method is based on how much it would cost to build a nearly equivalent structure on the parcel of land in the present day. The property appraiser must also calculate how much the building has depreciated in value over time if your property is older. The value of the land itself should also determined by the appraiser.
Income Method: This method is typically applied to commercial real estate, and calls for a study of the amount of money your property would generate if it were rented out. Operating and maintenance costs, insurance, tax, and other factors are what the appraiser must take into account.

A property search tool is offered by Bay County Property Appraiser on the office’s website, where you can search for the properties by entering one of the following information: Owner Name, Location Address, Parcel Number, Parcel Number Range, and Legal Information.
Condo List, Subdivision List, and Plats Online are also provided on the website.
By using the property search tool, you can get detailed information about the properties, including Parcel ID, owner, owner address, property address, homestead, legal description, map, etc.
