Flagler County Property Appraiser

The Flagler County Property Appraiser Office is required by law to assess the market values of all properties in Flagler County. These values will then be used by the taxing authorities in the county to set the millage rate. Another duty of the Property Appraiser Office is to accept and deal with the applications for tax exemptions.

James "Jay" Gardner, Jr. has been elected as the Flagler County Property Appraiser since January 2005. As the Property Appraiser, he strives to administer exemptions in a pleasant and professional manner while creating a fair and impartial tax roll that complies with Florida law.

Every year as of January 1st, the property value is taken into account. All properties shall be inspected by the Property Appraiser at least once every five years. The Property Appraiser is just responsible for assessing the properties and is neither a taxing authority nor a tax collector. Therefore, the levying or collection of taxes is not the duty of the Property Appraiser.

The Property Appraiser normally appraises the properties by three approaches - the sales approach, the income approach, and the cost approach. In the sales approach, the Property Appraiser needs to study the sales of similar properties and any other factors that may affect property transactions. The cost approach is based on how much it would cost to build a nearly equivalent structure on the lot in the present day. The income approach is usually used for commercial properties, which requires research on the amount of money your property would bring in if it were rented out.

In August each year, you receive a Truth in Millage (TRIM) notice from the Property Appraiser. The taxable value, the proposed millage rate, and the taxes estimated by the taxing authorities are shown in the TRIM notice.
