There are three approaches that property appraisers usually use to determine the property values.

The third approach is used for properties that may generate potential income, such as office buildings, retail stores, or residential complexes. To value such properties, the appraisers should consider some information such as your income, operating and maintenance costs, financial risks, and the returns people anticipate.
Why the appraised values are different every year?
The appraised values change as the market values change. That is to say, the market value is not created by the property appraisers. The appraisers is just responsible for determining it as it is. The appraised value is set by market transactions between buyers and sellers.
