MIKE TWITTY was elected to the position of Pinellas County County Property Appraiser on January 3, 2017. He and his team are responsible for discovering the market values of the properties created by the transactions in the marketplace and assessing the properties accordingly for tax purposes. The market value is an indicator of the sales price and the appraisers value the properties by analyzing the selling price of similar properties in the neighborhood. According to Florida law, the Property Appraiser should inspect all properties at least once every five years and reassess the property values as of January 1 each year. Besides, the Property Appraiser also deals with the applications for tax exemption, maintains up-to-date maps, and keeps track of ownership changes in the properties.

A mass appraisal system is used by the Pinellas County County Property Appraiser to assess 435,000 real property parcels within the county. By this system, a great number of transactions are used for valuing all properties every year. There are normally three approaches to assessing the property values. The Sales Comparison Approach is the most frequently used approach, which is based on the sales activities of comparable properties with a willing seller and a willing buyer. The Cost Approach considers the cost of building a similar structure using the labor and material prices today. The depreciation over time and the land value should also be considered. The Income Approach is to estimate the income the properties may produce. The net operating income is the key factor. The Property Appraiser may choose two or three above approaches to get the final property value.

You can search the properties by address, owner, parcel ID, or sub/condo.

When the search results are displayed on the page, click the parcel number to see the information about the property, including the parcel summary, parcel map, exemptions, value history, tax, sales history, land information, etc.

How to Use the Tax Estimator?

The Pinellas County Property Appraiser offers a Tax Estimator Tool on the website, which gives an accurate estimate of property taxes for new property owners, loan underwriters, etc.

Tax Estimator

There are four steps to estimate taxes by this tool. First, enter the address of the property or choose the city/municipality where the property is situated. Second, enter the estimated property purchase price. Third, choose whether you are transferring a homestead exemption benefit (Portability) from another Florida property. Fourth, choose whether the property will have Homestead Exemption, and then click the "Finish" button at the bottom. You will get detailed information about the property tax, including the assumptions, estimated assessed value, estimated Ad Valorem Taxes, Non-Ad Valorem Assessments, and total estimated taxes.
