Lee County Property Appraiser

The Property Appraiser is required by the law to identify, locate, and value all properties within the county. Besides, he is also responsible for dealing with the applications for tax exemptions from property owners. Matt Caldwell was elected as Lee County Property Appraiser in 2020.

The Property Appraiser normally determines the fair market value of the properties by a computer assisted mass appraisal system which consists of three methods of valuation. The first method is the Direct Sales Comparison, which is to carefully analyze the sales price of properties similar to yours. The appraisers must make efforts to know whether the sales price reflects the real value of the property. The second method is the Replacement Cost, which is based on the cost of replacing your property with a similar one, given current labor and material prices. The amount of depreciation should also be considered if the improvements are not new. The third one is the Capitalization of Income, which is used for the properties that may get an income, including apartments, complexes, offices, or stores.

The appraised value of properties may vary from year to year along with the change of market value. That is to say, if there is an improvement or damage to your property, the market value will increase or decrease accordingly. Then the appraised value will change as well, reflecting the upward or downward impact on the market value. Please notice that the Property Appraiser does not create the value. It is the transactions of properties that determine the value. What the Property Appraiser does is to discover and describe the value as it exists.

If you don’t agree with the appraised property value made by the Property Appraiser, you have several ways to appeal the appraisal. First, you can submit a petition to the Clerk of Court for a hearing before the Value Adjustment Board (V.A.B.). Second, you can make the case at V.A.B. by demonstrating that the assessed value of your property is not the market value. Please notice that you cannot appeal the assessment based on your hardship. In this case, it would be better for you to apply for the Tax Deferral Plan or Installment Payments provided by the Tax Collector’s Office (See more information on the website www.leetc.com).
