The Property Appraiser is an elected county officer. In Osceola County, Katrina S. Scarborough was first elected as the Property Appraiser in 2008 and re-elected in 2012, 2016, and 2020. She is responsible for valuing all properties within the county for tax purposes. In addition, the office of the Property Appraiser is also in charge of keeping track of property ownership records and parcel ownership maps and dealing with applications for tax exemptions.

The Property Appraiser does not set millage rates, collect the taxes, or change the tax amount of the properties. What he only does is to determine the values of properties.

The Property Appraiser is required by Florida law to appraise every property according to its just value/market value as of January 1 of each year.

Just value or market value is the present cash value of the property. In other words, it is the money that a purchaser would pay for the property on the open market. Besides the present cash value, the Property Appraiser should also consider the location, quantity or size, cost, improvements, condition, income, and net proceeds of the property are also important factors when he values the property.

There are three approaches that the Property Appraiser uses to appraise the properties.

The Cost Approach is based on the cost to build a property like yours and the value of the land itself analyzed by the appraisers utilizing the Computer Assisted Mass Appraisal system (CAMA system).

The Sales Comparison Approach is used to determine the values by researching the sales of similar properties in your neighborhood.

The Income Approach is based on the income the property could generate if it is invested or rented as a hotel, store, apartment, etc.
